  1. Yes.  In the USA, under IDEIA 2004, all students with and without a disability are entitled to a free and appropriate education in the public schools.  If the emotional disturbance is severe enough to disrupt the education of safety of that student or other students, she qualifies for special education services, including classes, an individualized educational plan (IEP), and a behavior support plan.  The IEP team, including the parents, will determine which school setting is best for your sister.

  2. Yes, most school districts have programs for people with that disability.  They can range from the really sucky, also called VE (varying exceptionalities).  In VE they get thrown into a class with kids that have specific learning disabilities and mental disabilities.  A better situation is a class SPECIFICALLY for kids with your sisters disability.  The classroom is then designed for students with that disability.  In extreme cases, where the behavior is out of control, they might be sent to a segregated school that is all kids with EMH.  This is not the favored solution but when safety becomes an issue, sometimes it is the only solution.  Best of luck to your sister.
