Perhaps you can look into Habitat for Humanity. They build houses for low income families all over the world (Mexico included).

Edit: Habitat does use local people to build houses. It also attempts to use local suppliers whenever possible. It's all part of the Habitat model.

there's a group called "club dust" that builds houses just outside of Ticate, Mexico.   I think the web site is www.clubdust.com

I think Mexico, like other developing countries, considers it a priority to hire local people to build houses, rather than to bring in people from other countries.

But, indeed, you could check with Habitat For Humanity International.
