Are there any programs to assist parents of "Special Needs" children in purchasing a home or paying rent?

I am the father of 2 special needs children. One with ADHD, one with Autism and the other is Gifted. With the therapies and other costs associated with special needs children, it is difficult to pay the over-inflated housing costs in my area (Phoenix, Az). I'm needing to move to a better school district either in Gilbert, Az or out of state that will better help my children. So, currently we are living in a 2 bedroom town home and we need to move to Gilbert for a better education and the cost for housing is crazy. Does the government or any privately funded organizations assist with rent aid or home buying grants?

Any info will be helpful.
