you can walk across the sydney harbour bridge (walk across - not climb it!) for free

yes, but as is the case in most australian capital cities, sydney is very large, i.e. urban sprawl, and you will not be able to see all of it unless you are airborne. also, sydney is quite hilly, which reduces your visual range from any vantage point
