One thing to consider, if you're going to go to college to learn to sing opera, is choosing a school without a graduate program.  You'll get a lot more attention and experience if you are not competing with graduate students.

Also, any university with a decent vocal performance program should have professors who specialize in opera as well as other things like Broadway and baroque.  Going in as a vocalist, you can aim to get an opera-oriented teacher and perform in the school's opera performances.   Thus, when you graduate you can sing, you know all of the history and theory, and you have experience :)
