it used to. but now as long as you payed in time and correctly we are obligated to give you a +. that is good actually because some sellers used to abuse the fact that they can give +/- at thier free will even if you payed on time and yet give them a - if they lied on the item just to threaten the buyers.

i had 1 prob as a buyer and i think they handled it rather well.

as a seller i had a prob w/2 buyers and it took forever to get it resolved... granted it was handled by paypal since that's how they paid.

i had 2 buyers try to get their money back and paypal sent the info ref the disputes to a closed email account- long story that took almost 5 months to resolve in my favor
