If you're talking about "states" in the US, none of them require you to be minimum of 18 to drive.  Many states have graduated licenses in effect where you don't have a full license until you are 18.

I know in australia to drive without P and L u have 2 b 18 that is in Victoria i dunno about the other states

The highest driving age in the US for a restricted license is 17 in New Jersey.

In some states, you cannot get full privileges (passengers, driving at night) until 18.
