Are there any tip shops in victoria (australia)?

I mean the rubbish tip. Some of them have a shop attached and recycle the waste to prevent it all going to land fill.

if by that you mean places where you have to tip people when they serve you as in give them money

then no, not usually in australia, you don't tip in aus

some places might have a tip jar at the front of counters but you don't have to tip if you don't wanna

they are really there as taken on board from america and are usually full of silver small stuff

like 5 and 10 cent pieces

small change that people might be given that they feel they can part with

Yes most refuse dumps have a shop to onsell items.   Ask your local council.
