You have to pay a $36 activation fee.

If you are eligible for an upgrade, which you should be if your contract is up, the phone costs $199 / $299 depending on the size.  

If you go to your local Apple or AT&T store, they can find out if you are upgrade eligible.  

They also charge state tax, which is around ~ $20 - $30 depending on where you live in the US.
