Are there any usage fees to use an ITouch?

I'd like to buy my boyfriend an ITouch 32GB for his birthday but I'd like to know if it is free to use the GPS and get into the internet. Do you have to sign up with a carrier like AT&T when you buy an ITouch?

*Preferrably someone who owns an ITouch 32GB.... any suggestions? Does it work well?

You do not have to sign up with a carrier because the internet is wi-fi.  Using the internet will come up on your wi-fi bill, if you use your own wi-fi.
