Are there competitive martial arts where strikes to the groin area are allowed?

I was wondering if groin strikes were banned from all competitive martial arts...

Watch Human Weapon. They have covered martial arts that allow groin shots.

There are no rules MMA fights that allow anything. UFC used to allow groin shots and hair pulling. No Holds Barred fighting is pretty much gone from the USA but there are fights in other countries.

Yes, in fact most martial arts tournaments will allow strikes to the groin, usually only in the black belt divisions though.  PKC (Professional Karate Commission) for example.  They will also require you to wear a cup regardless of rank.
