Are there credit cards that DON'T charge 3% for foreign charges?

Planning a trip to eastern Europe (from US), and I'm dismayed to find that my credit cards all charge a 3% surcharge on any purchase not in US dollars!

Are there any that don't? What do Europe residents use?

Seems like I have to carry a lot of cash!

  1. most i have found charge only 1%!!! edward johns and the midland bank has that rate!!!
