  2. Yes.  

    The basic difference is number of protons.  1 for hydrogen, 2 for helium, etc.  

    Beyond that, atoms can have different numbers of neutrons.  This makes *isotopes* which have different weights, and may be more or less radioactive, but are chemically much the same for having the same number or protons.

    Finally, atoms can have different numbers of electrons, which make them "ionized" if the number of electrons is not the same as the number of protons.    

  3. Yes and no. Atoms are all built of the same 'materials' - the same particles and fundamental processes, but there are many varieties of combinations of these 'materials' and processes, and these different varieties behave very differently.

    Each of the elements is comprised of a different 'model' - the same building stuff, but assembled in a more or less complex way. Just like a tiny brick garage is fundamentally not very different from a huge brick office building.
