Yes. Fantastic, colorful creatures of papier maché  and sometimes, wood, plaster or resin called alebrijes in many modern upscale mexican bars.

In bars with an oriental theme you will see orientals style dragons.

Also if you go to places frequented by "darkettos", young people with garish makeup dressed in black, you will see European style dragons.

Nope. I have seen some flamethrowers in the street, though, and iguanas on the beach.
