  1. Yes, there is elevator at Penn Station.

    There is wheelchair symbol.

Even PATH at nearby also has elevator.

  2. I believe now days they have to have elevators or ramps because of the Disability access laws. That's access for people in wheelchairs.

  3. Which Penn Station ?? New York City, Newark, Philadelphia, Baltimore, Pittsburgh, Cleveland, or Cincinnati ??

Here is the link to Penn Station in New York City:  http://www.amtrak.com/servlet/ContentSer...

    For accessibility information call 1-800-USA-RAIL

    (1-800-872-7245).

  4. Thanks to the ADA (Americans with Disabilities Act), yes they do, or they're in violation of the law.  That is not likely.

There must be an elevator, or a ramp that is at least 4 feet wide with a slope of no greater than 8% (a rise of 8 feet in a hundred feet.)

The edge of the platform will have a two foot wide "warning track" with a diamond pattern of bumps 1 inch in diameterm and raised 3/8 inch so blind people can find it with their canes.  You will find similar waring pads 2 ft x 4 ft at the bottom of curb ramps  so the visually impared will know where the street starts.

The doors in all new commercial buildings can be activated by a push bar mechanism, or  Latching doors will have handles instead of k***s for those with prosthetic arms that cannot grip.

The book on this stuff is a couple of inches thick.

  5. My recollection is that there are elevators to the track level.   I believe you have to ask in order to use them.  They're primarily used by the porters to take luggage up and down, rather than gleaming passenger elevators.

For a firm answer, call Amtrak at 1-800-USA-RAIL.

There are also escalators, by the way.
