If I am understanding your question correctly, you are currently a teacher who wants to attend a training and doesn't want to pay the registration fee.  Based on that:

Yes - sometimes.  Usually they are offered through your school district.  Contact your administrative building for starters.  I just applied for a scholarship to attend a GT training in the fall because I can't afford $250 or the days I'd miss at school to go.  Most districts or cities have an education foundation that is specific for this purpose.  Your district office (and maybe even your administrators) should know.
