  2. yes, and better services for homeless people too as it is a very 'social welfare' oriented country...that says,  still not the best situation

  3. Yes there are many of them, and they are not full, despite the fact that many homeless people are still shelterless.

    The reason comes from the lack of security; there are fights, rapes, madmen screaming, poor hygiene, thefts. This dissuades many homeless from seeking shelter. Furthermore, most shelters are only open during the night, and the homeless have to leave in the morning, which provides added instability. In Paris, the mayor has distributed tents to the homeless out in the streets, and several charities do runs around the streets to feed and protect the homeless, as every year, several homeless people die of cold.

    It is important to note that a significant proportion of homeless people are not permanently homeless, but cannot find a place to rent because of high rents, their lack of credit history, short-term contracts, and unaffordable deposits. They are not addicts, alcoholics, sociopaths or lazy people. They just cannot keep up with the rise of prices and the cost of livin, and end up on the streets from one day to the next.

    The homeless generally use them when the weather is extremely cold or bad.

    Most other times of the year they prefer to be on their own in the streets.
