1. In antartica.

This brings to mind an idea I had a while ago.... if you dumped a bunch of dirt in the middle of the ocean, could you make your own country and have political immunity wherever you went?

  2. As of right now, no. Antarctica is off limits due to the Antarctic Treaty, which took effect in 1961 and prevents new claims from being made in the continent. Numerous countries also have territorial claims.

You could build an island, but it must be 300 miles away from the geographic influence of any other existing country, which means your island would have to be 500 miles from any land mass.

You may want to read up on Sealand. This guy took advantage of a loophole in British law after WWII to take over a gun platform off the coast of England:

There have been other cases of people building their own islands or founding new countries on islands, all of ended in disaster. There was one guy in the '60s who built an island off the coast of Italy only to have the Italian navy blow it up. More recently, a famous person (whose name escapes me at the moment) bought an island in the Pacific with the intent of making a country. The locals were less than thrilled and took it over.

In some less developed countries, it may be possible to buy an island and make a deal with the government to get your own jurisdiction. That's probably your best bet.

  3. Yes, They are being built all the time. In fact you can buy them there are hundred available.
