I heard that someone in metro New Orleans is selling a painting of Willie "bill" Shoemaker from 02/03/74 signed, are there local or other sites that I can search for this or how do I go about finding somthing of this nature?

try craigslist.com/NewOrleans

Craiglists are all over the country and deal with all kind of classifed ads and is free.  The one in Louisville is very well used.
