Are there more children up for adoption, or couples waiting to adopt a child in the world?

Depends. Do you mean families registered with adoption agencies on a waiting list, or families who want to adopt in general? There are tons more couples who want to adopt but don't qualify, but I believe the children still far out number them.

There's about twice as many kids waiting to be adopted as there are kids that get adopted.

Most babies that are healthy and white (sorry it's true) get adopted right away. Older kids and kids with problems sometimes never get a home and go through the foster care system until they turn 18.
