  1. It will depend on each individual State. Most States however will have some sort of generic/catch-all violation about unauthorized or unapproved lights. I know NYS, where I live and work does.

  2. It depends on your local laws. I suggest calling your local police department and asking them. That way you have the answer from someone that could write you the ticket if it is illegal.

  3. Since it could be a distraction to other drivers I would suggest that you call your local police department.

  4. Perhaps not specifically, but there is usually a motor vehicle law which prohibits distracting illumination while the car is in motion.

Check with your state's DMV for details.  These laws are designed to keep people from having accidents when their eyes are drawn to moving, flashing, or unusual lights on a car when they're not authorized to have them.

Remember, even if there is no law, it's not a good idea anyway.  If someone has an accident and can prove it was your lighted sign which distracted them, you could be liable for damages.

  5. You'd probably be okay with a lighted sign in your rear window if it doesn't block your rearward vision, it's not distracting (meaning no motion), and it's illuminated red since that's the color all lights but turn signals/license plate light are supposed to be on the rear of a vehicle.
