That depends on the type of criminal that you are looking for.

Zodiac is probably one of the biggest criminals whom have never been caught. The majority of movies though, criminals are always caught. It does not please America to think of a criminal escaping. Analyze That the criminal got away. There was the large heist that was staged by DeNiro, just to set up the boss of one of the other families.

This movie w/ Jack Nicholson in it, I forget what it's called. In the end the molester got away because of the stupid police. God that ending pissed me off.
