I was working on a temporary project with an African woman who said she could go to her country and pick out a baby and it would be a two week process from beginning to end. But she was a native of that country, so I don't know if an American born white person could pull that off.

Yes, there are countries that allow you to adopt through a lawyer.

Cameroon (West Africa) allows private international adoptions.  There are no adoption agencies in Cameroon.  But the orphanages and attorneys can often be corrupt.  Be very careful when adopting privately.  There is a reasons why there is not an agency overseeing everything.
