NO you can have whatever you want including gravel or just plain dirt.

No !  It depends where you live,city,county,rural area. Ther are requirements for aproved aprons. You can contact your local street dept. for the aproved regulations. Some Cities require concrete aprons,some counties require asphalt,and some areas don't require anything but gravel.  good luck, and make the call, might save you money and grief !!
