I have never thought about this before. Mine answer is this:

Age of 4-9; The child has saw or been told to Assault another child  ( seen from a parent maybe) and will follow the opposite s*x of child around and act weird ( Guilty I guess) . The child does so by assaulting another child because he has seen someone else do so.The child probably does not know any better and needs help.

10-17; Child is hitting puberty and feels like a s*x-crazed animal and will not stop at nothing ( Have not heard of at lower ages of 10-14 really) and or  has a bad home life and child hood and just does it for power or the feeling of control. The child might of had of been abused sexually or mentally or both! So child is confused and tries to feel good.
