  2. Trinity College in Dublin offers courses in Music and Music Education. They accept foreign students, undergraduate and graduate, either for a whole programme or as part of the Socrates exchange programme. You can find more details on their website for international students: http://www.tcd.ie/ISA/

    University College Dublin also accept international students and they have a School of Music. I am not sure if this is what you are looking for, but I include the website, so you can check yourself: http://www.ucd.ie/music/index.html.

    Same for the NUI Maynooth, University College Cork and University of Limerick, they accept international students and offer a Music Programme, but not Music Education.     Most colleges and universities in Ireland offer programmes and courses about Irish music, which is very diverse and interesting, maybe you would be interested in that as well?
