Are there too many levels of government in australia?

Firstly, the Australian government has been using three levels of government in Australia for over 100 years and it has worked, why should they change it now?

I don't think there are too many, Three is perfect for allowing Laws to get changed more fairly and it gives Politicians something to try to work through. I didn't think they were changing it either.
