Are there websites which make use of visitors to unknowningly click on ads to earn money(SCAM)?

Question

Recently i come across a stupid webpage called cellware.com and it claims that if you are a member you can download all sorts of mobilephone content. However when i key in my email address in it, there is no need for verification via my email before you can offically be a member. What's more the webpage is beautifully designed but you can't really download any **** in there actually, what you click just direct you to some irrelevant sites. So is this webpage a scam???

but you could also earn money urself by clicking on the ads.
