Are these Tagalog words the same - gulagulanit and gulagulantay??

Is there a rule about their usage? When do we use one and not the other?

The first, "gula gulanit", refers to someone's clothes torn up.

I don't think the second is exclusively of fabrics.   It might refer to a lot of things that leaves a mess.   I even thought at first it might describe people's reactions to a surprising event, but then I recalled it was "gulantang" instead.

Gulagulantay=shrivelled.

the closest words i could derive from those would be "binignit."

it's not even tagalog.

Gula-gulanit means reaped all over. An adjective describing the clothes you or one is wearing.

Gulagulantay means  punit-punit.....the same say but it refers not only to clothes but also to papers, pictures, leaves, etc.
