To find the best rates go to bankrate.com.  You have to go through a financial institution for a credit card.  Make sure you read the fine print and if you're just starting out, like it sounds like you are, just get the most basic, with no annual fees and please, please pay it off each month.  I know it's really fun to spend money you don't have, but the only good reason to have a credit card in the first place is, not for emergencies, but to build credit so that you can eventually get a home loan.  Make sure you card has a low limit to avoid overspending.  And never get a cash advance.  Most credit cards will give you a grace period of about 25 days from having a balance of zero to pay it off before applying finance charges.

By the way, a money market savings account with 3 - 6 months worth of living expenses what should be used in emergencies.  Some financial institutions will allow you to have a debit card with a Visa or MasterCard logo on it for limited access.
