No, they have not yet announced a recall. But there do seem to be many reports of poor reception, weird dropping of calls in areas with strong signals, "it's much than my old phone". etc. from consumers.

So basically, Apple is aware of the problem, some people (not necessarily all users) are angry, and Apple claims they'll have a software fix in September to address this. That's certainly possible... quite a bit of a modern cell phone's work is done using a digital signal processor, not necessarily fixed hardware. If that's where the problem lies, they may fix it in software and avoid any sort of recall.

However, if the problem is in hardware, they will probably have to offer a free repair of some kind. If it's a general problem, they would probably do a general recall, but it could be due to a flaw in only one batch of parts, which would probably mean that anyone with a problem can get a fix... maybe even some software tool to let you know if your iPhone has the problem or not.
