Its not about best or worst.

It all depends upon your own convenience.

Distance education is good for the people who are already working and cannot give up their job for further studies.

It is good for people, like very senior person..who wants to get some more degree but in his late 50's or 40's doesn't want to go for a regular college.

For financially weak students, who cannot afford fees for regular college, they can also go for distance education coz it is very cheap than regular.

Regular is also good, if there is no other thing like job or family responsibilities and you have good money than it is good option to go for regular.
