Are tourists allowed inside the tower of Pisa?

Yes, you can - the tower has been open since December 2001. You need to buy tickets which will specify a particular time; only 40 people are allowed in in each group and the whole tour lasts 35 minutes. The tour is guided, but you do go to the top.
