tina, yes, carl had to work within the guidelines too - back when they were set the SAME FOR EVERYBODY at the beginning of the year. he's not going to have change how he drives now because his car is going to be 15 horsepower lighter. but the toyota drivers now have "new guidelines" forced on them (again) and the other teams can play "watch-and-see" to see how toyota does now then decide on whether or not they want to use their new engines. if toyota does worse now, what incentive does chevy have to change to the R07, then have to install the stricter restrictor?
and how can you not call forcing one manufacturer, who all year has been told they were within specs and all was fine - through two previous tests, to learn to deal with a car that suddenly has 15 less horsepower. no matter how you look at it is a penalty - a 15 horsepower penalty - for playing by the rules and doing it better than the others...
