I was driving in the freeway in California, and I had a truck driver cut me off in the 3rd lane. I always though that they were only able to use the first 2 lanes. Does anyone know if that is true or can they use whatever lane they want? Is it different for each state?

  1. It depends.  Lane restrictions vary from area to area - for instance, they are usually present in urban areas, places with a lot of congestion, or on long bridges.  Some states insist on having lane restrictions over most of the major highways.  A sure way to tell is to look for a lane restriction sign.  If none are present, then that may mean trucks have unrestricted lane access.  However, sometimes trucks may be forced int the restricted lane because of traffic issues, in which case they should really vacate that lane as soon as possible to avoid a fine.
