    The definition a vegetarian states that they can't eat any meat or any flesh from a dead animal. Since milk and eggs don't kill the animal, some people eat them and still call themselves vegetarians. These people typically label themselves as lacto- (milk) or ovo- (eggs) vegetarians.

    Some vegetarians are on a stricter diet and prohibit themselves to eat anything that directly came from an animal. A lot of vegetarians differ on whether they eat milk and eggs or not.

    And a vegan is someone own/consume anything that came from an animal. This includes meat, milk, eggs, fish, leather, honey, wool, etc. These follow the strictest diet.

    So, to answer your question it is both no and yes. As to whether they are technically allowed, they are technically allowed by the textbook definition, yet some don't consume dairy or eggs. Some vegetarians eat eggs and milk. Some once again don't eat real eggs or dairy and stick with the soy substitutes.
