There are things which may puzzle a person though which are that if The Government wishes to make citizens secure from terrorist attacks why it does not train citizens on how to disarm bombs. Same for other areas. People may indeed laugh at this like they did about Duck And Cover but being trained to wear suits and apply aid during gas attacks may be of more use. To fix sewers as well in case of emergency. Even to do your own plumbing say for example in an apartment building fix the pipes.
