  1. No;La Nina conditions prevails now(May,2008).


  2. The quick answer is no.

    El Nino is manifested in sea-surface temperatures in a portion of the the Pacific Ocean.  There are several regions defined, referred to as Ninos 1-4.  During an El Nino, sea surface temperatures in these regions are above normal.  Currently, all regions are showing normal to slightly below normal sea-surface temperatures, which suggests we are in a weak La Nina, the counterpart to La Nina.
