Are we promoting Drink Driving?

Question

You can get a fuel voucher when purchasing $30 worth of Alcohol.

You can go to the supermarket & get a fuel voucher with groceries worth over $30.

You can't get the fuel voucher if you add smokes to the groceries?

This is not right in my books...

I know smoking is bad for you, but isn't the promotion of Cheap fuel when you buy alcohol sending the wrong message?

What is with the world today?
