Yes. Consider this institute a program to train The American population in the techniques to recognize a bomb and to disarm it. This way the name of The President could be associated with disarming bombs. While The Government has concern for information disseminated over the internet about how to make bombs information on how to dispose of them  and a program to train citizens in may make America more secure. Ask Obama about this. Every citizen could have a kit. This may invoke images like Fall Out Shelters but the point is not be afraid it is to no you are capable of handling such an event if it should occur. People buy guns to protect themselves so to have disramament techniques would be no different.

An African can't "lead" the US... Only Americans can. Obama is from Hawaii, it's part of America, not Africa.
