I mean with peak oil just pass us,are we witnessing the opening stages of the fall and decline of modern civilization as we know it?

Yes we are. We will move to more local, agrarian communities, much as we had in the middle ages. It will be a gradual process, but people here in Britain are already starting to form "transition towns" (growing local food, having a local currency, etc.). We have to manage this process carefully in order to prevent a breakdown in law and order. The military and the emergency services will have priority when it comes to fuel distribution.
