Neither.  We are standing on the surface of a sphere, with our feet pointing to the center of the earth and our heads pointing outward along the shortest line we can draw from the center of the earth through our bodies and into space.  (More or less, depending on your posture. And you are not sitting or lying down and so on.  Or underground in mine, or flying in a plane or balloon etc....)

We view our direction to the earth as parallel to the force of gravity, which is centered in the center of the earth.

There is no "top" of the earth or any other planet or celestial body. Astronomers, cartographers, and artists usually show the north side of the earth as on "top" but that is only for simplicity and out of convention.  That means we are standing up perpendicular to the earth's surface.

Everybody is standing everywhere on Earth in different countries. No matter what side we are on we still have gravity holding us down. So, essentially we are standing on the outer crust of the Earth.
