No, not really.

In science fiction shows like the ones you mentioned, "race" is used as a synonym to "species". In these fictional universes, different species are said to have evolved separately in different planets. White / Black / Asian are, for the lack of a better term, different 'sub-types' of the same species. They have a common genetic heritage and have evolved side-by-side with a lot of interbreeding. As a result, they are essentially identical from a biological standpoint, despite some obvious differences.

In the Babylon 5 universe, a closer analogy to the difference between White / Black / Asian is the difference between the Hyach and the Hyach-doh, or the difference between the green-skinned and the blue-skinned Drazi.
