Are words of remorse tokenistic if they are not followed up by corresponding action?

The motto of the Royal Canadian Mounted Police is "Per acta non verba", which means "Through deeds not words". Admittedly, it appears that lately too many of their deeds have involved the use of taser instruments as weapons. Although words can do a lot of damage, do you not think that actions often speak just as effectively, whether they are kind or unkind?

    Not sure if your post is referencing tasers or is focusing on a deeper meaning.  The tazer dispute is endless.  When the police use the tazers, people are upset.  When the police don't use the tazers and are forced to shoot someone, then they complain and state the police should have used the tazers.  Bottom line, tazers, while they may be involved in some custodial deaths, save significantly more lives, and a moritorium on them will actually result in an increase in fatalities as well as injuries.

    The problem with Per acta non verba is that most police forces continue going about their day to day work in the trenches trying to keep people safe (THROUGH DEEDS) while the media, who sit safely behind their desks, create a media frenzy through bad journalism (NOT WORDS).
