One never knows until the person is in that position.

But from what she's shown, she is very secure in her beliefs, and understands the role of government and the powers of government.

She seems to be an unabashedly pro-America person with good judgement, and a strong libertarian streak. Yes, I believe she has the capability to make hard decisions and she seems to have good judgement.
