You can make small amounts if you have a cylinder of CO2, but it's easier to buy it from a commercial supplier. You should be able to find them in your local yellow pages, or if not, do a Google search or  try:

Hmm,

first of all.. dry ice undergoes sublimation wherein it turns into gas from being a solid without passing the liquid state...

You can make dry ice by freezing gases commonly used for making this is CO2... But I think you would have a hard time though.. It is because gases to be solids requires very low temperature that can only be achieved by special machines used by commercial establishments or laboratories.

I suppose if you are planning to have dry ice, it would be better if you just buy from the store but if you have the courage and the money to buy an equipment.. sure you may make your own dry ice.
