You mean the TV restriction thing?

I think there's one in my TV, but I don't use it.  Of course, I only have broadcast TV and no children.

But why would having one negatively impact "liberty"?  It's a tool, which can be set by the owner of the television.  I paid for my TV set with my own money... why shouldn't I be able to limit what is shown on it?

Edit... oh, you mean the Verichip, instead of the VChip?  I don't plan to get one, but might reconsider if I were to develop a serious medical condition and I didn't think a standard bracelet would suffice.
