Are you meant to pick someone up when they regain conciousness after fainting?

NO!! That is not a good idea. Picking them up will cause the blood to drain from the head. This is usually a bad thing if someone has fainted (depending on why they fainted, of course.) What you should do is try to wake him up without shaking him, try yelling and clapping. If he doesn't wake up see if he is breathing. If not, check the pulse and start CPR, call 911 immediately and continue CPR until paramedics arrive. Time is crucial.

If you didn't see them fall, I would say no.  You make sure they remain lying down until EMS gets there because you don't know if there are any internal injuries besides whatever made them faint originally could cause them to faint again.
