Are you supposed to pay a 15 year old during training?

Yes, it's called on the job training, and you should get paid if you are working at the same time.

His age should not matter.  Training should be a paid part of the job, regardless of his age.  He should ask his employer, because some employers may not pay for training.  (I was not paid for training on a project once.  My employer was lame.)
