Yea totally. Just make sure the puppy is cleaned off and wash your hands after wards and not to keep the puppy from its mom.

Yes you should. Get a towel and rub them until they start squeaking. Just don't open their eyes. They will open on their own. They can go blind if you do.

You can touch them just dont handle them very much. And if the mother dog doesnt even like you touching or handling then just wait a couple of weeks. Hope this helps!

If you know what you are doing, you can handle them.  

And if they are in any kind of distress, then you'll need to handle them.

I understand that you are young.  Please leave this to your parents.  If they aren't taking responsibility for this dog, then you need to contact a Chihuahua or small dog rescue group and have them come get your dog.  

A child should not be in charge of animal pregnancy and labor.
